Safe reporting

This checklist helps identify fraudulent practices of moving companies by identifying specific breaches in administration, finance, and personnel management. It is an essential tool for both reporters and authorities to assess the reliability of moving services and strengthen consumer protection.

User Instructions

For detectors

  1. Check ALL applicable violations
  2. When in doubt: also check the box (better information than too little)
  3. Minimum 1 checked item required to submit report
  4. More violations = higher priority for authorities

For authorities

Priority levels based on number of violations:

  • 1-3 breaches = Low risk (monitoring)
  • 4-8 violations = Average risk (verification required)
  • 9-15 violations = High risk (priority inspection)
  • 16+ infractions = Critical risk (immediate action)


Critical combinations always trigger high priority:

  • Undeclared work indications (no VAT + cash + no staff ID)
  • Safety risks (no elevator certificate + no insurance)
  • Scam patterns (prepayment + disappearance)
